Area forecast discussion 
National Weather Service San Joaquin Valley - Hanford California 
314 am PST Friday Nov 21 2008 


Discussion...a weak and dissipating cold front has produced some 
low-level cloudiness in the San Jose valley and adjacent north and west slopes 
of the Sierra foothills into the tehachapis. These clouds should 
gradually decrease through the day...though there will still be 
some middle and high clouds...especially south half of the County Warning Area. Temperatures 
will be the hardest forecast today depending on amount of clouds and 
persistence. 


Clear to partly cloudy skies will prevail for the weekend as 
central California will be under a Flat Ridge as a shortwave trough moves 
through the Pacific northwest tonite/Sat. Some amplification of the upper ridge 
occurs sun as changes in the east Pacific take place. This will allow 
for slightly warmer temperatures both sun and Monday. The changes in the 
east Pacific by middle-week are now being handled differently by GFS and 
the Euro...after being in relatively good agreement 24hrs ago. GFS 
is much faster than previous runs and brings precipitation to the coast 
Monday...which is likely too fast. Kept forecast timing close to the 
European model (ecmwf) of later Tuesday. However the ecm has made a significant 
departure in that it no longer shows a subtrop moisture tap. So 
probability of precipitation for the Wednesday and Thursday time frames are a tossup. Regardless of 
model...the initial system will remain warm enough to keep snow 
levels relatively high for the end of Nov. 


Bottom line for this forecast was to make few if any changes to the 
previous forecasts. While confidence in a change expressed yesterday 
morning remains good...overall details in timing and strength of 
systems is quite questionable. An Special Weather Statement will be issued with this 
package for the upcoming Holiday.

Aviation...areas of MVFR ceilings and visibilities in the San Joaquin 
Valley...with local IFR conditions until 17z Friday. Otherwise VFR 
conditions will prevail over the central California interior 
through 12z Saturday.

on Friday November 21 2008... unhealthy for sensitive groups in 
Kern and Tulare counties. Fireplace/wood stove burning is 
prohibited in Kern... Kings and Tulare counties.
